Looks like arc has had a RAMDISK kernel for quite some time now.

Re-open, since RAMDISK is there, but the sysinst bits are still missing.

 Enable sysinst on arc.
 Tested on gxemul emulating PICA, but upgrade is untested at all.

 Should close PR port-arc/11444.
