Quoting macppc/INSTALL.*:

  ``TFTP timeout''

If you're trying to netboot an older system (such as a
PowerMacintosh 7500), Open Firmware seems to have a netboot
bug, we have found no workarounds yet. If you're netbooting a
newer system, then you may not have TFTP set up properly on
       your tftpd server.

On my system (PowerBook G3/233 with OF 2.0.1) this happened.
Apparently, the TFTP server didn't get replies to its arp requests.
A manual,

  arp -s [IP-ADDRESS] [MAC-ADDRESS]

solved *this* problem. (Now ofwboot.xcf is loaded, but gives "CLAIM
failed" while loading the data section. Another millimeter step
forwards...)

I suggest that you change the text above to:

  ``TFTP timeout''

If you're trying to netboot an older system, Open Firmware
seems to fail responding to arp requests from the TFTP
server. You can work around this bug by manually issuing an
arp command on the TFTP server. On many systems, the syntax
       will be "arp -s [IP-ADDRESS] [MAC-ADDRESS]". If you're
netbooting a newer system, then you may not have TFTP set up
       properly on your tftpd server.
