With the lovely Intel EtherExpress cards on i386
(inphy0 at fxp0 phy 1: i82555 10/100 media interface, rev. 4)
netbooting now fails at kernel "grab root address from dhcp" time.
This used to work in 1.5.1, and works if the card is plugged into a
cheapola half-duplex switch, but not if it's plugged into our horribly
expensive autonegotiating Extreme Networks Summit48. This leads me to
believe that autonegotiation is now broken.

>How-To-Repeat:
Netboot 1.5.1. Joy, rapture, dhcp/bootp replies with root.
Netboot 1.5.2. No joy in Mudville. timeout w/err 60, no dhcp/bootp reply.

>Fix:
I'm compiling variations on sys/dev/pci/if_fxp.c, sys/dev/mii/inphy*, and 
sys/dev/ic/i825* to see at what revision of the code makes booting work 
again.
