We don't *ship* formatted man pages any more. Users may still opt to
use cat pages. Moreover, on systems that are being upgraded from
older NetBSD releases the existing roff-formatted cat pages are kept
intact and are only obsoleted when the source man page changes.
E.g. I still have some 140 cat pages in cat1 of one of my older
systems.
Please, don't confuse the default policy we chose for the distribution
with the range of policies users should be able to use if they choose
so.

There doesn't seem any obvious way to fix it, although I may be
missing something in the soup of linked lists and abuse of glob_t.
It looks like at the bottom of manual() one could filter pg->gl_pathv
for duplicates, but knowing which things are duplicates requires logic
that's been carefully boiled out of man(1) itself but also isn't
available from the man.conf data.
