State-Changed-Why:

the problem with src/sys/arch/pmax/stand/Makefile is long fixed.
I have cleaned up the bootblcoks so they build, and Michael Hitch
is reworking the pmax bootblocks to support a.out symbol loading.

The medium-term plan is to write an intermediate bootstrap loader
that can be either loaded from /boot by bootblocks or TFTP-booted.
The new /boot will load a kernel from either local disk or NFS, and
set sysctl variables to say where the kernel was loaded from.

Does this address the specific problems of this PR?
