IP over the cs0 ethernet on Shark doesn't seem to work on 2.0-branch.

For instance, after booting the INSTALL kernel, i killed sysinst then ran:

# ifconfig cs0 192.168.1.101
# ping 192.168.1.1

w/ no response.  (yes, i know that the machine is there, and there's no IP address conflict, etc.  8-)

interestingly, 'route flush' flushes an entry for 192.168.1.1 which contains that system's correct ethernet address.  So, it seems like the low-level functionality of the interface is still there (send and rcv enough for ARP, at least).

Also, ftp to another system w/ ftp turned off correctly notes connection refused immediately.  But when ftp is turned on there,
it seems like the connection hangs.

I also tried: ftp://releng.netbsd.org/pub/NetBSD-daily/current/200406240000/shark/binary/kernel/netbsd-INSTALL.gz
(2.0F) and (for a limited number of tests) it seems to work fine.

 This was probably broken in cs89x0.c 1.12 (which is the version on the branch) 
 and fixed in 1.13.  Can you apply the change to the branch and see if it 
 works?  If so, I'll request a pullup.
