and adds to intimidating complexity for potential cross-builder-people in pre-environment

The top-level ./BUILDING document refers to tools/compat/README as
"Special notes for cross-hosting a NetBSD build on non-NetBSD platforms"
and has done since 2003-12-29.
tools/compat/README has had platform-specific comments about zlib
being required since that file was created in 2002-02-01, and those
zlib dependency comments were made generic in 2021-05-06.
After 21 years it's safe to say that we're not going to get around to
adding zlib to tools/compat, and requiring that as a build dependency
is sufficient.
