This is not a bug. Such encodings just do not exist. If you want them, provide
patches against sys/dev/pckbport/wskbdmap_mfii.c or new files that can be
added to share/wscons/keymaps.

I wonder if thats true since sg and many others are listed here:
http://cvsweb.netbsd.org/bsdweb.cgi/src/sys/dev/wscons/wsksymdef.h
If the entrys are there as placeholders a small comment in that file would
be fine.
