- when running ntpd, kernel time (microtime/gettimeofday) counts
leap seconds.
- OTOH, the manpage of gettimeofday says that the time is in seconds
and microseconds since the epoch. localtime(3) and its friends
seem to assume that time_t doesn't count leap seconds.
