          Proper cpio updates a target file if the source file is newer.
          The pax emulation of cpio does not.  This destroys the utility
          of cpio for wholesale updating of entire hierarchies of files.
>How-To-Repeat:
          Duplicate a file tree.  Change one or more files.
          cd <source-tree>; find . | cpio -pv <target-tree>
          Observe that no files are updated in the process.
>Fix:
          Employ cpio from NetBSD 1.5 to avoid the problem.

Given that cpio is now implemented using libarchive by default
(since 2019-07-24)
is this necessary any more?
