sure enough that file doesn't exist, and the filesystem is read-only.

This could only happen:
- root on fd0a (not root on md2a etc.)
- on the second installation
because makerootwritable() in .profile creates /tmp/.root_writable
and it will never be removed in root on fd0a case.
Maybe it's okay to simply use "mount -u $rootdev /" as other ports.

Simply use "mount -u" to (re)mount root file system read-write
rather than denoting it using temporary /tmp/.root_writable file,
because it will never be removed if root file system is on floppy.
Fixes PR port-atari/37470.
Should be pulled up to netbsd-6.
