Can't find machdep.powersave documented.

Found it in the arm32 source.

It appears it can be changed, but when I try to set to 1 (from 0)
it says failed with Operation not permitted.

It appears it can not be changed if (cpufuncs.cf_sleep == (void *)
cpufunc_nullop) but I don't know what that means.
