but it does not transmit or receive currently. Could

Looks like the code could be taken from the Linux
Pegasus II driver[1].

You didn't include the usb product id, but IMHO it is an url(4)
and not an aue(4).

Sorry for the ommission; here's the usbdevs(8) output:
