More and more ISPs filter outbound SMTP traffic these days, causing PRs to be queued indefinitely. The send-pr tool gives no indication that the report is stalled.

It would be preferable have the send-pr tool submit PRs using a web service instead of SMTP.

 Maybe we should add a prompt to send-pr like

   "This needs a working local mail setup. If you do not send mail
    from this machine, please use the the web form at
      http://www.netbsd.org/send-pr
    instead.

    Do you want to (c)ontinue sending the PR, (a)bort and use the
    web form, or (n)ever ask you again and proceed..."

 And then store a flag in ~/.send-pr indicating the third choice.

 Martin
 (I don't mind an alternative transport, but mail is well suited for this
 type of application; though the silent failure in case of a broken setup
 is not good)

 NetBSD is still running Gnats 3 (why? Gnats 4 has been out for > five 
 years) -- no ~/.send-pr here. Yes, I agree it would be nice to be 
 able to parameterise send-pr's operation more.
