On Dell Latitude CPxJ suspending the system using APM causes the uhci controller to cease functioning.

There is a message about halting the controller before suspend and dan error after resume:

uhci0: host controller halted
pckbd0: suspending...
atabus0: resuming...
pckbd0: resuming...
uhci_freex: xfer=0xc0d3dd00 not busy, 0x0000009e

>How-To-Repeat:
Compile a 4.01 kernel without ACPI and with APM, boot it.

Use etither 
 apm -z
or the designatetd suspend key on the keyboard.

Resume the system (usually by closing and opening the lid or by pressing the power button).

Now the uhci hub does not detect any new devices plugged.
>Fix:
trash the notebook ;-)
