>Environment:
i386, USB keyboard, USB mouse, realtek 8139C, onboard AGP VGA, USB legacy DOS support enabled in BIOS
>Description:
While trying to resolve "rtk0: watchdog timer" issue through boot time configuration using "boot -c", once in userconf the USB keyboard input was unavailable.

As USB keyboards become the norm, userconf needs to be able to enable enough of the USB framework to enable a USB keyboard. I had to borrow a PS2 keyboard from a friend in order to use "boot -c" at all.
>How-To-Repeat:
1. Connect USB keyboard.
2. Insure USB legacy support enabled in BIOS.
3. Drop to NetBSD boot prompt.
4. Type: boot -c
5. At uc> prompt attempt to type input on USB keyboard.
