When I touch (such as "ifconfig re0 up") this peice of hardware, the
machine locks up -- no kernel messages, no response to anything such as
key presses or other I/O.  The only option is to hard-reboot.

This card was working until recently (3-4 months ago).  I do not believe
the hardware is faulty, but it is the only gige card I have at hand to
test with.  The on-board fxp0 interface works fine.
