Was there some other error message that wasn't included in the ticket?
What caused the error?

I puts "-x" for /bin/sh to
qotp_src_R13B03/erts/etc/unix/format_man_pages, and gets:
+ 'ERL_ROOT=//usr/pkg/lib/erlang'
+ echo 'Formatting manual pages (this may take a while...)'

+ awk '{ print substr($1,1,1) }'
+ '[' '/' '!=' '/' ']'
+ 'SYS=NetBSD'

catman is located at /usr/sbin not /usr/bin in my system.

Indeed, erts/etc/unix/format_man_pages assumes that catman is in
/usr/bin; but this script is called if $ERL_ROOT/man already exists,
which happens only if erlang-man package is installed.
