NetBSD/pmax is not capable of tuning hardclock interval value 'hz' like
other NetBSD port.  Lines 'options "HZ=256" # RTC rate required' should
be eliminated because it's an option for nothing.

By obsevesations in 'pmax/include/clock_machdep.h' and
'pmax/pmax/clock.c'

    Fixed in 1.3A by using the MI DEC mcclock code and making
    the default clockrate tunable via config options.
    (still needs runtime-settable-clock support, though.)

 This PR looks resolved to me - why is it suspended? The additional 
 issue mentioned in the last state change probably deserves its own PR.
