lib/csu's crti.o is not rebuild when param.h changes ie, when the
netbsd version changes.  this means that it remains with the old
sysident.h values, and newly linked binaries are marked as being
the old version.
>How-To-Repeat:
notice that after the kernel version is bumped binaries remain
with the old version.
>Fix:
i had a look but couldn't figure out what the right dependancies
to add are.  at some level it is crti.o: param.h, but that isn't
the right thing to use.
