I suspect that this problem was fixed. A lot of fixes for Sheeva SoC
were commited and pulled up to netbsd-6 branch.
Could you test with netbsd-6?

I try NetBSD 6.0.1 and current (6.99.16):
- 6.0.1 SHEEVAPLUG_INSTALL (freeze at line 'Loading Kernel Image ...')
- 6.0.1 SHEEVAPLUG (boot ok)
- current SHEEVAPLUG_INSTALL (freeze at line 'Loading Kernel Image ...')
- current SHEEVAPLUG (boot ok)
I think 'freeze' is not the real problem. May be 'console' is not
correctly defined ?

the maximum kernel size, which AFAICT has not been done.
