	but our reachover Makefile doesn't.

		openssl.pc libssl.pc libcrypto.pc

	openvswitch's autoconf script expects openssl.pc available
	and thus fails to find openssl in our base.

 Workaround: pkgsrc's framework builds one for you, so create a package.
 (I'm not saying the file shouldn't be added to the base system.)

 i think we definitely should add these.  there's even some support
 for building .pc files automatically in xsrc.
