The file is not missing for me.
I don't see it or even a reference to it in the work directory:
# find work/mailman-2.1.18-1/ -name README.sr
# grep -r README.sr work/mailman-2.1.18-1/
#
Can you track down how and why that file is created for you?

readme.sr exists, then it will probably installed with case-insensitive filesystem,
"test -f README.sr" is true.

Tested on Tiger/PowerPC (via pbulk) & Mavericks (via bmake) both
installed without error.
