The only build use of perl I see is for running doxygen, which the
package is not set up to do -- what behavior are you seeing?

Just that, when I did `bmake install' it failed to build with an
error indicating that I should add perl. I did this, and notmuch
installed without a problem.
I am not sure if this is related to doxygen.

Apologies for the delay on this - it's an old PR. I managed to
build the package on Debian this afternoon without any issues in the build
system. I think this is possibly moot now. Please ping me directly or
reopen the PR if you are still having trouble.
