Trying the same thing with a -current INSTALL kernel as of 201601241850Z gives the following output:

>> bootp():
Setting $netaddr to 192.168.1.106 (from server )
Obtaining  from server

Cannot load bootp():.
Text start 0x8060000, size 0x749a30 doesn't fit in a FreeMemory Area.
Unable to execute bootp():
>How-To-Repeat:
Load kernel from network with bootp(): in the PROM Command Monitor. The 6.1.5 INSTALL-kernel works fine, this could be used to test the setup.
>Fix:
It's possible to install NetBSD 7.0 over the network using the GENERIC kernel, and the content of diskimage.tgz hosted on an NFS-server.
