>Description:
xl(1) runs the device hotplug scripts in parallel. c.f. tools/libxl/libxl_device.c:device_hotplug().

The hotplug scripts for Linux do their own serialization.
C.f. tools/hotplug/Linux, grep for "_lock".
>How-To-Repeat:
E.g. try to start a domU with more than 4 vnd based block devices on NetBSD 7.

State-Changed-Why:
Belatedly close this PR.
The issues were fixed on 2016-04-04 with xentools-4.2.5nb15 and xentools-4.5.2nb2.
I don't remember why I didn't change xentools41. It was either to old or not affected.
