It's already in upstream.

The copy on IETF hasn't been updated to reflect the one
scheduled for the end of this year.

The next step is to update ntp.conf to use that file.

 It will appear in the next tzdata release, probably sometime in Sept
 (depending what and when changes get made by various countries,
 there are almost always some...)   If not then then probably November.

 I'll see about adding the leap-seconds file from the current release
 of tzdata.  (Just adding one more file...)   Someone else will need
 to consider what any of this means to NTP.

It turns out there is nothing for me to do on this.
See /usr/share/zoneinfo/leapseconds

If there is anything that can be done for ntp.conf that would be
useful, someone who knows NTP will need to handle this.
