Running veriexecctl load will report "error reading /etc/signatures" despite the file being loaded.

It's not possible to dump because permission is denied, even when run as root.

 After issuing veriexectl load, the command reports

 error after is 1
 me1 is 0
  me2 is 0
  error is 1
 veriexecctl: Cannot load '/etc/signatures'
