Trying to access packages management system in emacs 25.3.1 cause this error:

"Invalid hash table rehash size" 1.0

on non windowed mode M-X list-packages works as expected.

The problem seems be reported on another distribution :

 Hi, the computer I had netbsd installed on is down, so I can't try it.
 But I can say that I didn't have this problem recently, however I had
 done a complete upgrade of my packages and I think I wasn't using
 emacs25 anymore.
