the answer: thank you for reporting the bug with us.  I am sorry, but BIND 9.10 has reached end-of-life, so we would need you to reproduce the issue with either BIND 9.11.4 or later (9.12.2 stable, or 9.13.2 development).

 BTW, I applied the patch, and xtos imported newer bind to
 netbsd-current, but not in pkgsrc.

 The ISC has released a patch for the problem and the bind910. I have seen 
 that the patch has already been included into the pkgsrc. The bug 
 report can be closed.

and pulled up to pkgsrc-2018Q2 via #5810.
