After upgrading popt with "pkgin in popt" the only pkg listed with "pkgin ls" was popt itself. Before there where 31 pkgs installed.

 I'm more than happy to look at pkgin bugs, but this kind of thing is 
 highly likely to either be an issue with the NetBSD package repository, 
 and/or the pkgdb change, and I'd suggest starting there first.

Almost certainly a NetBSD pkgdb issue, I believe these have now been fixed?
If not feel free to re-open but it should be reassigned and untagged as a
pkgin issue.
