NetBSD 9.3 torrents ( https://www.netbsd.org/mirrors/torrents/ )
say 'tracker error: requested download is not authorized for use with this tracker'. I finally just downloaded x86(32|64) .ISOs & .IMGs directly which torrent client verified but can't seed.

I replied several times already that the NetBSD 9.3 torrents work now
(since a day or few after the initial report). Doesn't NetBSD Problem
Report DB Administrator read their email? In future I'd prefer to not
be put on a difficult-to-use mailing list just from filling out a
contact form.

State-Changed-Why:
Confirmed fixed.
This is the first message from you (since the PR) or
at least the first correctly sent. There isn't raeally
'DB administrator'. You haven't been added to any mailing
lists, but it should be no surprise that messages related
to the issue you raised get sent to you.

Sorry about that. Can you forward me a copy of the email you tried to
send before so we can see if anything went wrong on our end?
Normally replies with a subject line that starts with `install/56964'
or `Re: install/56964' will be sorted into the right places -- and
that's what hitting the reply button on the message to you with spz's
original request for feedback should generally do in most mailers.
If you just replied to the `Reminder of 1 NetBSD Problem Report
awaiting feedback' message, it might not go to anywhere useful. The
volunteers who administer the database and who receive mail sent to
gnats@netbsd.org are sometimes overwhelmed with large volumes of
email.

The allowedtorrents file still needed to be regenerated; thanks
for the heads-up. Could you please check if it is better now?
