>Description:
In a freshly created user account, run:

$ netpgp
NetPGP portable 3.99.18/[20101103]
...

This prints the usage, as expected.

$ netpgp --help
/home/tmp/.gnupg/pubring.gpg: No such file or directory
Can't read pubring /home/tmp/.gnupg/pubring.gpg
can't initialise

There is no need to read the user's keyring just to print the usage.
