When building lang/ruby31-base on FreeBSD 13, the following error occurs:
| linking shared-object -test-/RUBY_ALIGNOF.so
| ld: error: unable to find library -lruby31.3.1.3
| clang: error: linker command failed with exit code 1 (use -v to see invocation)
| *** Error code 1
