The iconv(3) man page has the following link to explain the iconv const inconsistency issue:

The link presumably worked on 2013-01-04 when it was added to the man page, or perhaps on 2004-11-11 when it was cited by https://mail-index.netbsd.org/tech-userlevel/2004/11/12/0000.html, but unfortunately the link is dead now, and it was never archived by the Internet Archive.

The austin-group-l archive appears to be archived at mail-archive.com now: https://www.mail-archive.com/austin-group-l@opengroup.org/ So perhaps someone can do some spelunking through the history to find what message this might have been.

Hi,
https://mail-index.netbsd.org/netbsd-docs/2021/08/16/msg000585.html
has a link to the new Open Group archives - which require signing up
to Austin Group. The archiv on mail-archive.com only goes back to
2016 whereas the mail in question was posted in 2004.
