When a non-RESTRICTED binary package has succeeded, it exists at a definite location like https://cdn.netbsd.org/pub/pkgsrc/packages/NetBSD/amd64/10.0/All/texlive-collection-all-2024pre1.tgz that can be queried, or in the pkg_summary.gz which pkgin downloads and caches for queries.

When a RESTRICTED binary package has succeeded, it does not get uploaded to ftp, it does not appear in pkg_summary.gz, and it does not appear in the human-readable bulk report.html.  It does appear in the machine-readable bulk report.bz2 but that takes some digging to find.

Yes, please!

- Maybe the bulk-test-* packages could be made to feature in the human-readable report.html.
- Maybe it's good enough if there's a link from the binary package upload to the corresponding bulk tracker page and nothing else need be done for this once <https://gnats.NetBSD.org/58141> is resolved.
