	The grace period on users quota's are ignored. When a soft quota is
	exceded the grace period reported by quota -v is none and the quota
	is enforeced as a hard quota straight away.
>How-To-Repeat:
	Turn on user quotas for a disk partition. Edit the user quota limits
	for a user on that parttition say 2000000 soft limit, 4000000 hard
	limit, and a grace period of 14. Files tothe partition until the soft
	limit is reached, at which point no further writes to the parition as
	that user will be possible
>Fix:
	Only fwork arround I know of at this time is to raise the soft limit
	to the value of the hard limit or to turn quota enforcement off.
	The problem did not exist on the previous NetBSD-1.2.1 installation.

 Greetings!

 On my NetBSD/i386 1.6 Stable I'm was faced with the same problem.
 But after turning on both blocks and inodes quotas, I found all works
 well. Even when inodes quota was disabled back, the grace period
 continue works pretty good when soft quota overrides and vice versa.
