 Change responsible for this PR back to Jason thorpe since he is working on 
 Schedular activations now for arm/arm32 and will have to touch this code 
 propably anyway.

currently not in the position to work on it.

I implemented the schedular lock protocol in rev 1.7 of arm/arm32/cpuswitch.S

because this was always an arm issue, jason never really claimed responsibilty, and it's fixed now anyway.
