Insert FA410 into an open pcmcia slot.

State-Changed-Why:
Do you know if this has improved since 1.6? if_ne_pcmcia has been changed
around, but I'm not sure if it can be expected to help...

 Hello,
I've just got my hands on one of these cards for my legacy hcpmips/arm
 devices.
Testing on a HP Jornada720 running a 7-STABLE hpcarm snapshot from a few
weeks back, I can confirm the issue is still present.

 Insert card
 run dhclient ne0
kernel logs device timeout but IP address is obtained.

 Insert card
 run dhcpcd ne0
No such message is logged, interface is brought up but no IP address is
 obtained.
Killing dhcpcd & retrying allows the client to obtain an IP address
 successfully.
