	The "emacs-packages" package doesn't work with the emacs-nox11
installation of emacs, because some packages included by "emacs-packages"
(notably emacs-dict-client) have a hardcoded dependency on "emacs >= 21.2"
or the like; the build then attempts to install that version of emacs even
though emacs-nox11-21.3 is already installed, then splodes because, as will
usually be the case if emacs-nox11 is installed, /usr/X11R6 is not present.
>How-To-Repeat:
On a system without /usr/X11R6, install emacs-nox11 then attempt to install
emacs-packages.  Boom!
>Fix:
Either the pkgsrc >= operator must be special-cased to deal with emacs-nox11
or all emacs packages must be fixed to not use >=.

I got bitten myself today by the fact that emacs.mk ignores any installed
emacs for selecting the proper version. I'll look into it.

I am not (have never been, except for emacs20) but...

this PR predates the advent of EMACS_VERSIONS_ACCEPTED and proper use of
that logic avoids the problem it describes.

if there's still a package floating around that doesn't do this properly,
which at this point seems possible but not super likely, please file a
specific bug report on it.
