 Formally speaking, I believe you ought to use the web form
 at http://www.netbsd.org/cgi-bin/feedback.cgi, but you
 may contact the project system administration group
 at netbsd-admins@netbsd.org.

 Developers commit changes to cvs.netbsd.org. Those changes are
 incrementally fed to anoncvs.netbsd.org which provides them to the
 world via anonymous CVS. At 0300 UTC daily, ftp.netbsd.org checks out
 the source tree from anoncvs.netbsd.org and builds the sup sets.

 So, I believe the answers to your questions are Yes and No, respectively.
