Choosing 'Belgian' keymap during installation has no effect. It adds 'encoding be' to /etc/wscons.conf but that's it. During boot, there is an error message related to this, the same as with running this command:
# wsconsctl -k -w encoding=be
wsconsctl: WSKBDIO_SETENCODING: Invalid argument
FYI, I remember I had this problem back when I once tested NetBSD-2, and unfortunately it still exists. This is a very annoying bug, and I would like to see it fixed ASAP.

It won't help you during install, but you can use
"mapfile /usr/share/wscons/keymaps/pckbd.be.azerty" in wscons.conf (and
comment out the encoding option).

This problem is still present in netbsd-4 as of two days ago
(installing an snapshot from NetBSD-daily) in NetBSD/i386. I've hit
it selecting the Spanish keyboard.
I could classify it as critical. Yeah, it's a "stupid" feature, but
being broken makes the installation look crappy.
Note that wsconsctl is not available any more in the install disks.
However, sysinst has some code (in -current, dunno about netbsd-4)
that is supposed to do the necessary ioctl directly...

Hmm, yep, you were right. It works fine if I use a PS/2 keyboard
(just tried) but fails with an USB one... ew.

I don't think it's the same problem you're having. There is a kernel
keymap available for 'es', while there isn't for 'be'.
Anyway, out of curiosity, I've downloaded the 200705180002Z boot.iso
from ftp.fr.NetBSD.org to test it with qemu and selecting the spanish
keymap seems to work...
