tcp receive buffer auto scaling (sysctl net.inet.tcp.recvbuf_auto)
seems to assume that tcp timestamps increases relatively fast when
estimating the rtt. however, we use 0.5s clock for them.
(freebsd uses hardclock ticks for the timestamps.)
