immediately after selecting the installation option from the boot-only
install cd a message about not being able to load the cd9660.kmod speeds
by.
specifically:

the message may be harmless because I can continue the installation but it
does seem to be a bit misleading.
i've filed this under install instead of kern because I only see it when
booting with the sysinst boot-only iso. but perhaps it does belong in
the kern category.

run sysinst choose any option look for the WARNING fly by as the kernel
boots.

This should no longer be happening. Files, including modules, should now
be found in their correct locations. (Note that you'll still see a boot
message about having the file-system module already loaded, but that's a
different issue altogether!)
In the absence of any objections, I'll close this PR in the next week or so.
