 catman is located at /usr/sbin not /usr/bin in my system.

 Indeed, erts/etc/unix/format_man_pages assumes that catman is in
 /usr/bin; but this script is called if $ERL_ROOT/man already exists,
 which happens only if erlang-man package is installed.
