parskip.sty disappeared from revision 1.12 of teTeX-texmf's PLIST on
2009/04/30:

   Replace the following LaTeX and Lambda packages of teTeX and their
   dependencies with the corresponding TeX Live packages: hyperref, exam,
   fancyhdr, placeins, rotating, and lambda.

However, after this point it was as best as I can tell not in any of
those packages but in tex-ltxmisc, from which it disappeared on
January 22 of this year:

   Update tex-ltxmisc to TeX Live r20350.

   Changes:
   - Removed the following styles: parskip, romanneg, secdot, section,
     sepnum, shadow, showtags, sphack, statex, and subfigmat.

As far as I can tell, there's a standalone parskip package in texlive
that should have been imported at this point but wasn't. (And what
about these other packages?)

If it's become deprecated, please document or link to documentation of
what one's supposed to do with old latex sources that use it.

 I hit the same problem in the middle of the last pkgsrc freeze, then 
 forgot to commit the package I made for it after the freeze.  Will

This problem has reappeared (after a fashion) inasmuch as tex-parskip
and the other packages here are not part of the metapackages that
they used to be. Can they be added?

but since AIUI the contents of those are governed by texlive upstream there's
not much point having this PR open.

 tex-parskip is in texlive-collection-latexrecommended and has been since
 its inception.

 oh well, all the more reason to close the PR
