I've taken multiple suggestions frompeople on both letting xen handle the bridge 
of eth0 or not letting xen handle it and xenbr0 it
with eth0 and I don't even see packets make it to the vifX.x.

 What is the exact version of your XEN_INSTALL_DOMU ?
 You may need a recent netbsd-5 or -current kernel (NetBSD 5.1_RELEASE
 or the netbsd-5-1 branch may not have support for recent linux dom0)
