Packages festvox-tll and festvox-hvs and ogi support in general is broken/missing from festival in pkgsrc current festival 2.1 and festival 1.95.

Install festival from pkgsrc current and supporting packages and festvox-tll.

Start festival and select tll voice and you will be presented with an error about missing ogi files.
I fixed the package making the latest available ogi as an option also fixing nas support and adding esound support.

The latest OGI modules packages contain all voices and dictionaries making festvox-ogi voice and festlex-ogi packages reduntant.
