When attempting to build xpkgwedge, I noticed it kept attempting to pull in
imake even though TOOLS_PLATFORM.imake was properly set. It turned out that
TOOLS_PLATFORM.xmkmf was not set and thus caused imake to be pulled in (along
with early bits of Xorg before I stopped it)
Attempt to build a package that needs xmkmf on IRIX
Add PLATFORM_TOOLS.xmkmf=/usr/bin/X11/xmkmf to mk/tools/
