The /targetroot/etc/resolv.conf does not exist so can't
run pkg_add in the chroot to install pkgin.
My workaround was to suspend sysinst and copy it.

Can you provide the install steps you took (and the method used for
install) prior to encountering this problem? I haven't encountered it
in my usage, so I want to make sure I'm testing the correct path.

I hit this problem multiple times.
I just followed common steps. The networking was previously enabled
because it retrieved sets over the network which I think used
/etc/resolv.conf and not /targetroot/etc/resolv.conf.
Sorry I didn't provide the steps yet.
